These announcements. Send out "rumors" that you wish to sell at the terminus of a multi-year decline, forcing the price ever lower, and do this over and over, without actually ever completing any sales.

The price still isn't low enough for your sale? Start more rumors! It's become obvious the CBs are seeking "bottom dollar" before they are willing to complete the transaction. One can safely infer what that transaction is.

Stupid or astute?

Try turning this logic on its head:

With gold now at multi-year highs, it was rumored today that an undisclosed central bank intends to enter the open market to purchase approximately 4,000 metric tons. An unnamed source at the bank indicated that they hoped to begin their purchases "real soon". The source added, "it's obvious there's a huge undersupply right now." "We're so low on reserves, we've become desperate!" No further details were given.

That would insure a nice purchase price, right? :o)
