What is left for small cap listing?

I was under the impression that the initial $8 movement months
ago was sufficient for the $4 requirement. If so, and assuming
that the company has 30,000 members thusfar (hypothetical),
what else does the company need other than an sb10?
I believe that the SEC evaluation period is approximately 90
days prior to listing once the requirements and paperwork are
complete.
