Let me translate the CPQ upgrade (from BUY to STRONG BUY) for you: We have lots of shares we want to dump at these levels and need some uninformed investors to buy them from us....we STRONGly need some BUYers for the shares we are getting ready to dump.... jajajajajajajajaja Jimbo.
