Actually, the "It's not personal, it's strictly business" line was spoken by Michael Corleone to Sonny Corleone when Michael was trying to convince Sonny to let him kill the police officer who roughed up Michael at the hospital after The Don was shot.

Sonny finally relented and eventually uttered one of the great lines of movie history "You make sure that gun is planted there. I don't want him coming out with only his d@ck in his hand."
