Hi Joey,
Absolutely could be. But as I mentioned to Steve, just speculation on our part. They also could have:
1) Taken a power hit
2) Not paid their ISP and they pulled the plug (just kidding)
3) Had a car run into the telephone pole and taken down telco service
4) etc,....

See what I mean? ;-)
