"Russian Ruble's Fall Quickens; Central Bank Prints Money, Spends Reserves Ruble's Fall Accelerates as Central Bank Loosens Grip (Update1)
(Adds comments from companies, individuals from 4th paragraph.)

Moscow, Dec. 4 (Bloomberg) -- Russia's efforts to control the
ruble's exchange rate are failing as banks and companies circumvent
restrictions to hold on to their dollars, and the central bank spends
its foreign currency reserves to pay its debts.
''Capital controls don't seem to be stopping the leakage out of
the country,'' said Roland Nash, head of credit analysis at MFK
Renaissance in Moscow. ''Exporters are finding ways not to bring
their dollars back into the country.''

The ruble fell for a sixth day, dropping 3.8 percent in morning
trading to 19.57 rubles per dollar. The ruble has fallen 18 percent
since Nov. 1, and 67 percent since mid-August, when the government
defaulted on its Treasury debt and quit defending the currency."
