Daniel,

The same rules also apply to CSCO and other companies' insiders. The rules made by SEC and indivual companies can add some company specific rules on the top of it. Do you know CSCO's blackout period starts mid of Dec. and ends in Feb. after their earning announced. If you see any SEC filings from CSCO after mid of Dec. There will be some employees who want to sell their shares more than 10,000. Alot of CSCO employees have tens thousands shares since it's been splited 5 times.
