I received the following msg from my brokerage house. If trades are slowed down will that affect your target price?

Please be aware that OTC marketmakers have turned off their auto-execution feature on hot
internet/technology stocks and are handling them on a "best efforts" basis...ie they will manually
look at and fill orders. This can result in slower executions, especially during fast markets.
