I think it is safe to assume that Cisco would prefer Ascend to stay independent and not be part of Lucent. A possible way to prevent an acquisition is to let Ascend be too expensive. What can Cisco do about it? Some praise, don't announce competitive wins etc. Could Chambers be playing this game to some degree?
