Bob- your comment on the 10 weeks is very telling. The only time I've ever experienced it was with OASI. I had the unfortunate experience of owning this company on a Barron's rec. Pulled the same thing with a quarterly. Finally released it after a couple months. Company filed for bankruptcy before releasing another. I still have 500 shares, now OASIQ. Last sale price .01. Am debating whether to hold or spend $25 to sell it and take the tax loss. I've probably owned over 150 companies long or short and this is my only experience with this kind of delay-including mergers, acquisitions and buyouts.
