Is this data for OTEXF only? And is Zacks a brokerage firm in the US and is it their analysts covering OTEXF?

I feel like Get Smart: "I understood everything you said up until, 'Look at this chart, Max'".

I'm an English major, maybe you could give it to me in layman's terms. What is this chart saying? I'd really appreciate it as I'm long on OTEXF. Thanks a million.
