1000% looks like a scary number, but 10-fold increases aren't sustainable because a saturation point will always be reached. The 10-fold number itself is subject to many considerations. If you have 5 guys online in rural Montana and 50 more sign up, it's easy to project 1000% numbers. I doubt the major 'connected' areas, like the Bay Area, are growing that fast anymore. I could be wrong though.

'Higher flat rates for higher levels of service' is probably on the mark. Some service providers already provide 'email only' and 'email + web access' accounts. I could see an 'email + web + big-bandwidth-sucking full-screen porn videos' account evolving out of that. <gg>
