No. I've seen serious abs on guys with well-defined waists. Jean-Claude, and the redoubtable Mr. Sorbo. It comes down to bone structure. Some guys have wide rib cages down low. I do. Makes for a sort of slab-sided look that takes some SERIOUS Italian wool to correct.
