A three layer laminate is described in the article above.

The TCBG film is a twin layer laminate, and foil is not sandwiched between the two layers. I believe polyester is the main layer and it offers strength. The second layer is very thin and provides thermal weldability. I can't remember what it is made of, but polyethylene might be correct.
