I think Microsoft is talking the way the binary numbers are operated. I can also invent some operation system between "0" and "1" and patent it. The current binary has only "1" and "0", which use high and low voltages only , and use up too many transistor cells. With something between "0" and "1" , not only the system will operate faster and be more efficient.
