Up week for Russia ??? Asian markets are up tonight. Oil prices are up 23 cents on positive news from OPEC, Venezueala and the U.S. weather. Russia is getting its soviet debt restructured, it has already gotten its GKO debt restructured. Tax revenues are up and some domestic production is up. The 1999 budget draft has a primary surplus of 2% of GDP.
