Tim, they can always create more paper. All they need to do is increase the number of authorized shares. It's really quite simple. And a company can take over another company that is quite a bit bigger using paper. Look at the acquisition of HBOC by MCK. HBOC was about 35% larger than MCK on the basis of market cap at the time of the takeover.
