Thats not exactly true. From what I have seen the specialists sometimes hedge their position with the underlying stock but not always. Just imagine if you bought options on something like PSFT @ 50 and it tanked. The specialist would be out 30 points while making 5. Unless the option is in the money and close to expiration most positions are unhedged, hence the rush to control prices to make the options expire worthless.
