I think that it might be relevant as corroboration for other evidence. You could make the argument that yes, normally we should assume that a company knows what it's doing better than anyone, but in this case, if you decide that Microsoft was out to get Netscape, and given that tying makes a lot of sense for a monopolist, then you don't have to be blind to arguments that experts think that tying doesn't make technological or (legal) economic sense.

I think this might be a balance between the totalitarianism that Hayek is worried about, and the "what's good for GM is good for America" argument that lets Microsoft put in anything they want in the OS for whatever reason they want. It only springs into action if there's outside evidence that something is amiss.
