Just continuing the protest i'm afraid, but it does look promising
to me. I've had a good sift through other GAO bid protests, and
whilst more protests are denied than accepted, there does seem to be
a pattern of accepting a protest when procedure has not been followed
properly or the basis of the bid assesment was not as per the RFP, as is the substance of Teledyne-Commodores claim.
