"Tax on income less than 60,000 is around 39% (including provincial taxes)
Tax on income above 60,000 is aorund 50% (including provincial taxes)
Tax on capital gains is between 37 and 40%"

Based on your figures of 39% and 50% and a capital gains rate of 75%, shouldn't the effective tax on capital gains be between 29.25% (.39 X .75) and 37.5% (.5 X .75)?
