Is anyone else worried about private buybacks?

Are the rules that govern them sufficiently well defined? For example, when a significant volume of shares is liquidated by a private transaction this has an immediate material affect on the value of the other shares both in terms of their percentage of the issued shares and in terms of how the rest of the market would read the transaction (Creaf coming up with the goods in terms of the buyback would have a positive influence on the stock?).

SURELY CREAF ARE UNDER AN OBLIGATION TO REPORT SUCH A TRANSACTION TO THE INVESTING COMMUNITY IMMEDIATELY IT IS COMPLETED?

Anyone out there understand the rules enough to comment on this?
