Of course not! But that isn't the issue. I don't want to split legal hairs about the definition of perjury, but the point I was making is that his transgressions were personal in nature. They did not harm the United States. And that is the issue that needs to be addressed in impeachment proceedings.

The settlement with Paula Jones is a red herring. I am sure you know of many instances where people and companies settle nuisance suits just to get rid of them. But even if the allegations of the physical act were true regarding Paula Jones they would not constitute grounds for impeachment and removal from office because the actions were personal in nature. And remember that the judge, in throwing out the Jones Case, found that even if all of the allegations were true, the lawyers for Jones had not established a case for sexual harassment under the law. Remember, in making that kind of decision a judge always assumes the evidence most favorable to those bringing the action is true.
