Serious charge, and even if he is I still like to hear the arguments from both sides.

You ask him following:

Does that affect the distance of ADSL xmission ?

To me this is irrelevant. It is a way to offer a customer 1.5 MBps and charge him/her for 6MBps. So as far as customer is concerned he would want to have the max possible speed and no adoption to the distance with whatever granularity. In addition if VOD (for instance) requires the highest achievable baud rate the drop in the speed will degrade the service to the unacceptable level.

That one I would like to hear too. In my opinion one of the problems with ADSL is the price.
