Can I please bother you with a couple questions?

1) What is the uptick rule? I see something on DATEK's order/quote screen, but I don't know what it means if it is up or down (obviously I'm new at this!!!).

2) What exactly is shorting? I assume it is when I buy and then sell it fairly fast, but I've seen it on order screens and was kind of confused. Do some brokerages not allow shorting on some stocks?
