Not true. The CMOS chips in the G5 mainframe currently run at 465 MHz, without copper or SOI or .18 um. Lots of room for improvement. IBM has also demonstrated a 1 GHz processor test chip, basically an integer unit as I understand it, again without copper or any of the other possible enhancements.
