I had prepared a long tome on the reasoning and got kicked off the internet, so here is the skinny version:

Scenario 1 (Protracted Impeachment process):
Mkt decline 25%, CD drop to 12-15 Range.

Scenario 2 (Quick Impeachment, Clinton vindicated):
Mkd decline 15 - 20%, unemployment increase by 4 Mil, CD drop to 15 - 17.
