John,
I don't know the gentleman who started this thread. Doing business in China often requires the right "connection", that is, to know the right people. (We have a Chinese saying for this which means "going through backdoor".) Regent Luck Holdings Limited, which GTCI acquired, must have very good connection there. It is not easy to start a joint venture with a wholly owned subsidiary of China Telecom and get license to do ISP business in six major cities. China Telecom is a government owned monopoly which controls local, long distance and ISP services. There has been talk recently to allow a few selected companies to compete with China Telecom, sort of like what happened here years ago: broke up AT&T and allowing MCI and Sprint to compete with AT&T. But I am not sure how will that take.
For information, you can start with globaltci.com. Or give the company a call at 1-800-668-9880.
