Good to have you posting again. The first thing that strikes me about the machines you linked are the cases. They look like mini cases or the case is not specified. If you have the space under the desk I think a full tower is the way to go...better air circulation and access.

Also I saw no reference to total number PCI slots.and what may or may not be integrated on the mobo. When you consider the ABIT BH6 with 5 PCI is only $100 it is hard to accept anything less.

The Celeron PC's had EX chipsets. I think the main stream Intel BX chipset is the way to go. The Celeron 300A CPU's have MMX instructions and 128K cache. I can not give testimony...still stuck at 200 MMX which moves along rather well for Internet use. Unless your brother wants to get into some heavier use..big Photoshop graphic files etc I think he would do well with a Celeron 300A. Since he is your brother you may want to take the conservative approach and not overclock the system even though it has the potential to almost equal a PII 450 system for a fraction of the cost.

I think you would be better off setting him up with a minimal PC with the max potential for expansion. Perhaps an Abit BH6 with the BX chipset , 64 MB PC100 RAM and the Celeron 300A, a full tower case and an 8GB drive assembled and tested at the now thread favorite Minotaur. It is closer to $1000 than to $500 but it won't have that cramped-restricted feeling. The machine would be itching for a 500 CPU and some extra RAM should the computer bug get a hold of your brother. *Casual* use...sure, but for how long?

As mentioned earlier in the thread sometimes it is best to set up a friend or relative with a big box maker with full support, especially for a first machine..Dell,Gateway and Micron.
