The full writeup is in the August 14th edition. Julian Marlowe says the shares should be trading at 1.5 times sales for a price of $3.00.
Near the end of the article he says they have $2.5 million in cash, respectable cash flow and no debt. "We are not making any earnings projections as it is too early to determine a reasonable level for projected sales."

Often with stocks that don't trade much a bid or ask of a few shares is thrown in by somebody so that if a buyer really wants some stock they can get a little bit. I am not sure who would do this but I have seen this phenomenon before with other stocks.
