It makes sense to me, Chaz, for whatever that's worth. Look at Radica in the context of hundreds of other small-cap stocks that seem to be compelling values and you'll witness the same low P/E story.
There's an illuminating article in today's IBD that provides some explanation. It's in the Investor's Corner section and discusses the non-participation of large buyers in the small-cap market because of the often severe lack of liquidity, which, peanut trader though I am, has affected me on a number of occasions.
