I guess in a sense it is.... but there is nothing wrong with selling or shorting... just so long as you make the personal decision to take the risks associated with your actions.

However, sometimes I will have trading shares in a stock that I feel is in a longterm uptrend... but I don't think I would ever short such a stock! ... waaaaay too risky.... and people who go short are usually betting that the stock will make a significant move downwards - not just a small one. If you believe the stock is heading up in the mid to long term, shorting just seems too risky and would almost be going against your own beliefs...

... so, although there are "trading" some shares may be kinda like shorting (ie. betting the stock will head down for a period of time)... it certainly isn't at the same level!

... not that there is anything wrong with shorting though.. it is part of a balanced market. I have never shorted a stock in my life though (I don't have enough money to effectively do so unfortunately).
