Dell can't be credible in shifting to another chipset over a short term supply problem.
Agreed, No the negotiation would be more like "If we can't depend on you we are going to have to have an alternative on the next product". It's an ongoing carrot and stick, and yes that stick can swing both ways which is why the relationship is stable.

I have never seen a case where Dell was short on chips while others CPQ, HP, etc. got supplied in full.
