Try to avoid gifting property with FMV less than Adj. Basis. Neither you or the donee can take a deduction for the unrealized loss that occurred between original acqusition and gifting. Sell the crap IPM, take the loss, and donate the proceeds. The only exception is the donee keeps the crap IPM certs until the FMV exceed donors Adj. Basis, which may never happen.
