Randy,

You're right KTEL is crappy company. That's why there are no stocks left to short. Everybody has shorted the stock and is waiting for bad news for it to plummet. It has been stuck (until Friday when I think it finally has broken through to lower levels) because some MMs and traders are trying to squeeze the shorts by running the stock up. This can occur when there is a small float (number of shares issued) for KTEL. It's supply and demand; stock drops, shorts want to cover, there is small supply to sell, so sellers move price up a little. It's been in this pattern (down 1 point, up 1/2 point, etc.) for last couple of weeks.

Don't worry, it'll never see 39 again! One bit of bad news and it will tank fast!
