To the best of my knowledge there is no difference whether you buy from a company over the internet or via phone. If you are ordering in-state (EX: you live in CA and are buying from a co in CA) you pay the sales tax. If you order from out of state, you do not pay sales tax. The exception may be if the co has warehouse(s) in your state in which case they may have to charge tax......fwiw
