Scott, if the issue of public opinion were to be the criteria re whether a President should be impeached or not, then the framers should have required that a referendum be the way to decide the issue.

It is the role of true leaders to "lead' public opinion not "follow" it--on matters of consequence. There are many major issues that needed men of courage to take a position that went against the crowd -- but they did the right thing. If going with what the public wanted was the criteria for what is right we would probably still have segregation as the norm, in the South.
