I'll wager that you're not a techie by profession.

if the person then does not join, there is no way he/she can be traced

Each time you transmit data over the internet (such as a post to SI), you leave an electronic "trail" that any experienced techie can track back to its' source. This trail will not only be at SI, but at all the other points your message touched between your ISP and SI. Some (not all) of these points (including your own ISP and SI) will save this trail in some sort of archival format for a specified (self-determined) time period. While it is possible to remove this trail from your posts, the average user doesn't have the knowledge or inclination to remove the addressing information from his/her transmissions. This trail is known as (among other terms) packet addressing. It is very reliable for the purposes of tracing.
