AppliedTheory First to Offer Next
Generation Internet Services to
Research and Commercial Markets

NEW YORK--(BUSINESS WIRE)--Dec. 14, 1998--AppliedTheory announced today that it is
bringing to market a suite of products and services that will make it the first Next Generation Internet
Service Provider in the nation for both the research, government, and commercial sectors.

Next generation Internet services represent a new wave of major improvements in Internet
performance, making the network truly business worthy through the availability of increased
bandwidth, implementation of new network architectures, and the development of applications and
protocols to support interactivity on a mass scale.

AppliedTheory's next generation product suite will deliver a broad range of capabilities to research,
educational, and commercial organizations that require network services capable of supporting
demanding Internet applications such as enhanced multimedia, telemedicine, distance learning, and
advanced engineering and research applications.

Demand for the new services is also being driven by the commercial sector, which views
AppliedTheory's past and present efforts as an ideal proving ground.

AppliedTheory, IXC Communication's partner in the Gemini2000 Project (which was announced in a
separate news release today), will provide Internet expertise and customer demand for new network
solutions over IXC's OC-48 high performance network backbone, the Gemini2000 Network.

AppliedTheory will work with IXC to provide next generation services including new Quality of
Service guarantees, research and network management tools, and multimedia services.

According to Forrester Research, the Internet services market is diversifying from a basic,
undifferentiated set of offers to a rich mix of speeds, access methods, and pricing plans. Going
forward, further granularity in the areas of feature packs, performance guarantees, and bundled
services will push the access business from nearly $6 billion last year to more than $38 billion in
2002.

In a related news release, it was announced today that AppliedTheory and IXC are working with
NYSERNet, in partnership with Newbridge Networks (NYSE:NN - news), to establish the first
Internet2 network for New York State.

This project, named NYSERNet2000, will deliver high performance Internet solutions to some of New
York's most prominent research and educational institutions, including Columbia University and New
York University. The NYSERNet2000 project is an example of the commitment of the
IXC/AppliedTheory partnership to collaborate on innovative solutions with its customers.
