That must be Jimmy Rogers writing. I believe I read it or something like it some time ago.

"Is Russia ready for democracy?" you ask. I think not. Most of the world is ruled by despotism. There are literally 100s of despots right now throughout the world all seeking economic viability through internal taxation and deals with other despots, democracy is the exception. It is based on a long history of the rule of law. Law must become established and respected. This is the unique beauty of the English empire, it grew around a respected legal system and populated the earth with fledgling legal systems that followed in its path.

It will be a long long time before the rule of law reaches and takes root in those many provinces that make up the fragmenting and collapsing vestige of an empire that was formerly known as the Union of Soviet Socialist Republics. In fact the history of the USSR points to the exact opposite, that lawlessness, anarchy, and despotism will be the rule in that land.

"It was the best of times and the worst of times..." may be a tale of a great city with the rule of law at its heart. The worst of times, is a more apt description for what this winter is bringing to the former USSR given the recent Russian repudiation of debts, and then things will go south after that.
