From what I ve read in the literature the display of one TV channel on the screen over the ADSL line with the TV quality (not HDTV) requires 8 MBps. And I believe the article stated that in addition to this speed the video compression/decompression is a must as well.

Granted if you significantly degrade the quality of video or use much superior compression/decompression schem you could conduct the videoconferencing at significantly lower rate.
