Treason was never an issue. At worst Reagan ignored an attempt by Congress to politicize and criminalize the executive's prerogative in foreign policy. He may have broken a law, the Boland Amendment in particular. For this if there was sufficient evidence he should have been prosecuted. Walsh chose not to prosecute. End of story. The others got off mainly because in Congress' zeal to hang Reagan, arguably the most successful and well liked President in the modern post war era, they forgot about the rule against self-incrimination.
