I would draw the line at obscenity, personal slurs on the other's character, and outright fraud, that's about it.

I'd be inclined to leave out "personal slurs" unless unfounded allegations of past or present criminality, but I'd add to the list serious threats of physical violence.

Usually the creeps do that in email or PMs, but it is related to the victims' participation in thread discussions. With me, for example, Spidey/bmart/Pugs/Gary used email.
