The survey you posted only posts data from Seniors in high school for each of the years and compares them..

For a better look at drug use and its impact on our economy you need to refer to the DAWN survey published by the Office of Applied Studies, Substance Abuse and Mental Health Services Administration

It shows the number of hospital department treatments of drug related incidents.. This gives us a better representation of the impact of drug use on our medical industry and the economy - since someone must pay for their care - whether insurance or govt. grants..

Here are some excerpts..

"Between the first half of 1992 and the first half of 1997, national semi-annual estimates of drug episodes increased 25 percent
from 214,600 to 269,000. There was a seven percent increase between the first half of 1996 and the first half of 1997."

The rate of growth has quickened over the last few years.. take a look..
