I believe we are at a stalemate. From the US Dept. of Health and Human services:

"The total number of current (at least once in past month) illicit drug users has remained flat since 1992. In 1996, an estimated 13 million
Americans (6.1 percent of those 12 years and older) were current illicit drug users, half the 1979 peak level of 25.4 million current users. Among youth, however, illicit drug use - notably marijuana -- increased from 1992 to 1995. However, recent data indicate that illicit drug use may be leveling off among youth, From 1995 to 1996, the rate of use among youth age 12-17 decreased from 10.9 percent to 9.0 percent. [NHSDA, 1996]"

Regardless my initial point still stands that contrary to the dire warnings of the Republicans, Bill Clinton did not bring down a rain of drug abuse on this nation. Note that drug use is down considerably from the 1970s
