Typically, successful vendors of popular over-the-counter software products don't go to the trouble of providing free evaluation versions to little guys like us. To a business that is interested in buying 50 copies, maybe. The vendors get so much business from the CompUSAs, BestBuys, PriceCostco, and Sam's Clubs that the incremental revenue from such a practice would be negligible, percentage wise. It just doesn't justify the cost of providing the service. Big companies work on high volume, small margin, so the less overhead the better.

I'm not saying it's not done. It's just not as prevalent in the companies that have a successful track record as it is in startups. I think you'd have to agree that Symantec has a decent track record.

The "freebie" versions that are given away to entice buyers are usually produced by the also-ran software companies that are struggling to survive, or that are trying to make their name a household word.
