The Cold War executive orders gave the Executive broad powers over foreign policy. Prior to that FDR clearly violated the Neutrality Acts. That was a clearly illegal act. As for Clinton, he has made the Dem party the party of perjury. They will decide in the Senate whether he is removed. That will be bipartisan.
