I'm not getting into these details again, I'll just summarize:

1) Having two browsers is confusing to many users and raises technical-support costs.
2) Even if you designate Netscape as your primary browser, certain things in Win98 are hard-coded to run IE 4.0 no matter what.
3) "Integration" is a meaningless buzzword that nobody here can define in a way favorable to Microsoft. Felten showed that, with a few changes, you can replace IE with Netscape in every instance. His analogy was apt: "Microsoft gives you a screwdriver, but then they glue it to your hand."
4) The browser is a separate application (read the Microsoft dictionary). File Manager is a GUI for a traditional operating system activity--access to files, and thus appropriate for inclusion in an OS.
