Yes, it should come close to that. I am assuming that (a) there are intelligent people among all races, (b) there are people with the desire to shape public policy among all races, and (c) the Republican party genuinely welcomes people from all the races. I am absolutely, positively sure that assumptions (a) and (b) are right. Therefore, it looks like assumption (c) is wrong...
