What does this mean in plain English?

I think this means that banks can extend their books 60 days before being forced to sell assets to balance them. This seems like a smart move, if the banks come through O.K., then things can get back to normal pretty quickly.

Does this also mean that if some crazy International derivative scheme gets vaporized by Y2K the banks have 60 days to figure out how to cover their butts?
